Senior Financial Analyst, Government Contracts

The Financial Analyst will oversee the government accounting activities for government funded projects, focused on Aerospace.  This includes maintaining the required policies and procedures of government contract accounting to ensure compliance and reduce audit exposure. The Analyst ensures the integrity of financial reporting of government contract costs. 

 

Primary Responsibilities Include:

 

Processing of Financial Data

  • Processing of the project cost ledgers, including calculation and reconciliation direct labor rates and indirect cost pools.
  • Preparation of government contract invoicing.
  • Maintain timekeeping system and work order systems to ensure proper tracking.
  • Identify and remove unallowable costs per FAR. 

Indirect Rate Management 

  • Prepare the annual forward pricing rate packages.
  • Prepare CAS Disclosure statement and confirm processes in compliance with disclosed practices. 
  • Prepare cost impact statements when necessary.

Contract and Audit

  • Ability to build strong relationships with platform staff to assist in preparing pricing proposals and supporting subsequent customer negotiations.
  • Coordination with the PPG Government contracting group on cost related questions, rate changes and issues.
  • Coordination of multiple annual audits and inquiries with the Defense Contract Audit Agency (DCAA), Defense Contract Management Agency (DCMA) and customers. 
  • Lead audit activity and preparation of Corrective Action Plans as a result of audit.

 Policies and Procedures

  •  Maintain policies and procedures that provide the necessary controls to gather, record, classify, analyze, summarize, interpret and present accurate and timely financial data. 
  • Key system areas include, but are not limited to, accounting, budget and planning, compensation, labor distribution, billing, purchasing, materials, indirect costs and estimating.
  • Shared accountability for implementing and maintaining proper business systems and procedures.

  • Bachelor’s degree in Accounting/Finance is required
  • Minimum 5 years of government accounting experience is required
  • Working knowledge of the Federal Acquisition Regulations, Defense Federal Acquisition Regulations, Cost Accounting Standards, and Truth in Negotiations Act as well as an understanding of standard costing.
  • Prior experience managing both customer and DCAA/DCMA audits is required.
  • 3 to 6 years of ERP system knowledge (particularly costing) and strong skills in Microsoft Excel are also required.
  • Ability to work under pressure and make sound decisions due to importance of adhering to tight deadlines and requirements for certifying data.
  • Willing to travel 10%-25% of the time.
